Staff shake-up in Irish Telco land?

First Comreg advertises the vacancy for a "National Broadband Strategy Manager" (and "surprisingly" fails to hire Damien Mulley). Then Eirom poaches John Quinn, former head of strategic development at Digiweb and appoints him as their head of business management of their broadband team.
And then there is a large advert in the Sunday times from ComReg advertising the vacancy of "Commissioner"!
What's going on, can we expect some big changes?
